[Gmsh] bug in mesh generation

Hi,

When I try to create a mesh with the following file I get an error when
converting it with gmshToFoam. After some research I found that gmsh
produces a problematic cell.

Can this be avoided?

I am using gmsh 3.0.6 and this happens both in Linux and windows.
