[Gmsh] Mesh with topography

Dear Gmsh team and Gmsh users,
I'm emailing you because I would like build a mesh with topography
(something like attached image - "topography.png"). I have a cloud of
points that define the elevation but I don't have idea about the mesh
creation process.
Can you help me? Do you have some idea about the correct process to build
the mesh?
As a starting point I created a flat surface in STL format
("simple_topography.stl")
and imported it to gmsh with the following lines:
*Merge "simple_topography.stl";Physical Surface ('Material_1', 100) =
{1};Surface Loop (1) = {1};Point(1) = {0, 0, -1, 1.0};Point(2) = {0, 0, 0,
1.0};Point(3) = {0, 1, 0, 1.0};Point(4) = {0, 1, -1, 1.0};Point(5) = {1,
0, 0, 1.0};Point(6) = {1, 1, 0, 1.0};Line (1) = {1,2};Line (2) =
{2,3};Line (3) = {3,4};Line (4) = {4,1};*
This simple script produces the geometry depicted in file "Geometry.jpg"
The key question is: how should the volume be closed? Any idea?
