[Gmsh] locally predefined mesh

Hi,
I know that I locally can "predefine" what a surface mesh should look like using constructions like
Line {1, 3, 5, 6, 7, 9} In Surface {1};.
However, I wan't to preserve the same surface mesh while meshing in 3D, and this doesn't seem to work for me. Is it possible? (I found a way around the problem by meshing the surface mesh with gmsh, save it as a STL and then mesh in 3D with Tetgen, but it would be nice to do it all in Gmsh.)
