[Gmsh] How to draw this?

Hello,

Please have a look to the picture attached
It shows 3 rectangles:
- A big one
- A small one inside the big one
- A 2nd small one outside the big one and touching the first small one

For the upper small rectangle, I can assign planes
For the lower one, gmsh refuses to create the plane colored by red lines

Why is this refused?
What do I do wrong?
How can I solve this?
