[Gmsh] gmsh windows does not mesh, linux does

hello

the enclosed .stp file

does not mesh with window$ version gmsh 2.11  20160218
errors  are "1D mesh does not seem to form a closed loop"

meshes like a charm with linux version gmsh 2.11  20160218

default options (BSpline surface, MeshAdapt ; Plane Delaunay)
