Sure.

Just as usual : you can set sizes at points (see the “Characteristic Length” command), use “Fields”… exactly as in .geo files.
Usually you would create a .geo file that “merges” the .step, and add the commands in there, e.g.
Merge “file.step”;
Characteristic Length{ some_point_ids } = some_value ;
...
