[Gmsh] VTK Element Type

Hi there,

Think I may have found a bug in GMSH. When exporting a mesh to a VTK and
exporting quadratic tetrahedrons (or any form of quadratic element for
that metter) the element type exported is wrong.

For instance a quadratic tetrahedron should have element type 24 but has
element type 10 (with 10 being the element type for a linear
tetrahedron).  The same problem is present when using quadratic
triangles as well in that they have the element type of a linear
triangle.
