[Gmsh] Fonction 'Optimize 3D' and 'Optimize 3D (Netgen)'

I would like to know where I can find some information about these two
functions of GMSH : 'Optimize 3D' and 'Optimize 3D (Netgen)'.
When I must use it? when it is useless ? What do thoses do ?
