[Gmsh] where can I control Mesh characteristic Length Factor in GUI??

Yes you're right, `Element size factor' under
Tools/Options/Mesh/General is the same as
Mesh.CharacteristicLenghtFactor in a .opt file, as you can see by
varying it in the GUI and then File/Save Options and inspecting the
resulting options file (e.g. untitled.geo.opt).
