[Gmsh] Cannot compile with tetgen

At the moment compiling with tetgen assumes that the tetgen source code
will reside in contrib/Tetgen.
(We don't use an external tetgen lib because the next version of Gmsh
will switch to a modified, subset of tetgen.)
