In 2D: yes. In 3D: only using extruded/transfinite meshes (you may try
to couple an extruded/transfinite surface mesh with an unstructured
volume mesh, but this may fail).

The general implementation of periodic boundary conditions in 3D is on
our TODO list, though. But I cannot tell you when it will be ready: I
don't have much time to work on Gmsh at the moment.
