[Getdp] Compiling getdp 2.0.0 with petsc

configure and compile PETSC.
If you want to use openmp, you would need to include
"-fopenmp -Wall -mtune=native -march=native -fomit-frame-pointer -pipe
-ftree-vectorize"
into the flags.
